When the Health and Social Services (HSS) division of the Yukon Government (YG) needed a better way to manage and track social program applications, they partnered with Bizont to build a flexible, secure, and user-centered system. The goal? Support multiple program areas with a solution that improves workflow efficiency, enhances data visibility and meets government privacy standards.

The Challenge

HSS had been using an older electronic document management system (eDMS) to manage applications. While functional, it lacked the flexibility and insight staff needed:

The system offered only two submission statuses, making it difficult to track application progress.

The previous system retained submissions for a limited time, which created challenges for programs like Dental that required access to past applications for continuity and reference.

Each social program had unique requirements (e.g., the Dental program needed internal comment functionality), which the previous system couldn’t accommodate.

These limitations slowed down workflows, made oversight difficult, and created barriers to long-term service improvement.

The Solution

Bizont worked closely with HSS to design and develop a secure internal application tracking system that could evolve with the needs of each program area. The new system was built to be flexible, role-aware, and compliant with Yukon Government’s internal privacy and data standards.

Key capabilities included:

Secure Infrastructure & Access

  • Hosted on Yukon Government servers, with MyYukon authentication and HTTPS encryption.
  • Built-in permission checks to restrict access based on user roles and program assignments.

Custom Dashboards & Workflow Tracking

  • Real-time dashboards showing submission volume and status—tailored to each program.
  • Ability to filter and export data, accessible only to users with appropriate roles.
  • Expanded support for custom statuses, moving beyond the two options in the old system.

Enhanced Usability Features

  • Advanced search by name, postal code, health card number, and other key fields.
  • File attachment and management at the submission level.
  • User activity tracking, including logs of when staff viewed details, added or removed files, or downloaded documents.

Program-Specific Enhancements

Each program area could define its own workflows and features. For example:

  • The Dental program now has internal comment functionality to capture extra information per submission.
  • Archived or past applications can be stored and reviewed easily.

Our Approach

This project was grounded in close collaboration from start to finish. Regular meetings with HSS stakeholders helped ensure every feature served a real operational need.

We listened, adapted, and iterated—especially when unexpected issues arose. For example, when the live environment introduced unexpected behaviour, we implemented custom error-handling and validation logic to maintain reliability and prevent data loss.

The Outcome

The new system has transformed how HSS staff track and process applications:

Teams can now monitor submissions in real time and move them through multi-stage workflows.

Submissions are retained across years, giving staff much-needed continuity and historical insight.

Features like internal comments, custom statuses, and role-based dashboards empower staff to work more efficiently—with less administrative burden and more confidence in the data.

What’s Next

Bizont sees clear opportunities to further enhance the system, especially by automating processes that are still manual.

While HSS continues to explore how to expand the system across other programs, the foundation is already in place: a secure, flexible platform that respects the diversity of needs across government teams.

Reuse and Adaptation

This system’s modular design makes it a strong candidate for reuse across other departments in the Yukon Government. Whether it’s permitting, intake forms, or internal tracking, the core features—custom workflows, dashboards, search, secure access—are adaptable and proven in government context.
