When the Health and Social Services (HSS) division of the Yukon Government (YG) needed a better way to manage and track social program applications, they partnered with Bizont to build a flexible, secure, and user-centered system. The goal? Support multiple program areas with a solution that improves workflow efficiency, enhances data visibility and meets government privacy standards.
HSS had been using an older electronic document management system (eDMS) to manage applications. While functional, it lacked the flexibility and insight staff needed:
The system offered only two submission statuses, making it difficult to track application progress.
The previous system retained submissions for a limited time, which created challenges for programs like Dental that required access to past applications for continuity and reference.
Each social program had unique requirements (e.g., the Dental program needed internal comment functionality), which the previous system couldn’t accommodate.
These limitations slowed down workflows, made oversight difficult, and created barriers to long-term service improvement.
Bizont worked closely with HSS to design and develop a secure internal application tracking system that could evolve with the needs of each program area. The new system was built to be flexible, role-aware, and compliant with Yukon Government’s internal privacy and data standards.

We listened, adapted, and iterated—especially when unexpected issues arose. For example, when the live environment introduced unexpected behaviour, we implemented custom error-handling and validation logic to maintain reliability and prevent data loss.

While HSS continues to explore how to expand the system across other programs, the foundation is already in place: a secure, flexible platform that respects the diversity of needs across government teams.
This system’s modular design makes it a strong candidate for reuse across other departments in the Yukon Government. Whether it’s permitting, intake forms, or internal tracking, the core features—custom workflows, dashboards, search, secure access—are adaptable and proven in government context.
