Modernizing Lobbyist Registration for the Yukon Government

To meet new legislative transparency requirements starting in 2023, the Government of Yukon needed a digital platform that could register lobbying activity, publish searchable records, and streamline compliance tracking, while maintaining strict audit and security standards.

The Lobbyist Registry, owned and managed by the Government of Yukon, was developed to improve public transparency, strengthen accountability, and reduce the administrative effort required to oversee lobbying activity in the territory.

The Challenge

The Government of Yukon needed to modernize its oversight of lobbying activities through a platform that could:

  1. Register lobbyists and their activities in a secure, auditable database.
  2. Publish searchable records for citizens, media, and watchdog groups.
  3. Streamline compliance monitoring for administrative staff.

Meeting these needs required overcoming several key challenges:

  • Dual-audience requirements: The system had to serve both the public—through open, searchable records—and internal administrators who required secure dashboards and compliance tools.
  • Strict security and audit standards: Every interaction needed to meet legislative oversight and accountability requirements.
  • Tight legislative deadlines: The platform had to launch before statutory reporting dates to maintain compliance and avoid administrative penalties.
  • Future scalability: The solution needed to support long-term growth in registration volume and users.

Bizont created a custom Drupal-based platform designed around two user experiences—public and administrative—built on a shared, scalable foundation.

Public Transparency Portal
